UK Councils Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books
Based on a latest survey of local authorities, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.
Increasing Fiscal Challenges Drive Asset Sales
A coalition of councils for second-tier cities in the UK stated that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.
Local governments have in the past come under fire for selling playing fields and open spaces to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.
The group said that a significant number of councils seeking to raise money from a fire sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would prioritise service redesigns and utilising financial reserves to manage growing financial challenges.”
Detailed Examples of Proposed Sales
Medway Council in southeast England announced its property management strategy included the sale of a shopping centre in Rainham and a social club in another town to generate £20m over five years.
- Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.
Council Tax Rises and Wider Fiscal Strains
This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to raise local levies next spring to address the growing cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.
Medway council explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.
“We are taking creative strategies but some of these require time to achieve both better provisions and financial savings,” stated Vince Maple.
He continued: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”
Countrywide Trends and Projections
Research of county councils this week also found council budgets being stretched by the increasing figures of children and adults requiring special educational assistance.
A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to manage increased demand.
Government officials have delayed planned reforms to the Send system until next year after a white paper setting out those reforms has been postponed.
Deprivation and Funding Shortfalls
Based on the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most deprived in the country.
- “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest deprivation indices,” said the report.
“While only one key city is among the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of England. The data underscores the extent of challenges facing municipal officials across major urban centers in the coming year,” the analysis concluded.
“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and demand,” said Michael Mordey.
“Lacking this, councils will continue to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their residents.”
One in five of councils have reduced or weakened care services in the last year, the study revealed.
